Council Considering Town Center as Goal. At its May 5, 2026 meeting, the City Council asked that staff amend the Quality of Life strategic goal to include a reference to the creation of a public gathering space in the Town Center area.
Strategic goals are intended to be broad agency statements that support the mission statement. Those broad goals are then supported by measurable short-term goals or budget objectives that serve to measure organizational performance.
Should City Council decide to undertake a Town Center planning project in Fiscal Year 2027, City staff will develop a Strategic Objective to support the broader Quality of Life goal at the project level. During the CIP budget discussion, City Council will be asked to provide direction to staff regarding potential funding for a Town Center planning project in the Fiscal Year 2027 budget.
CivicPLUS Automated Process for Special Event Permits, More. The Sanibel Recreation Department announced the launch of CivicPlus Process Automation and Digital Services (PADS) for online special event permits, annual sidewalk sale permits, and city facility rentals.
This new digital platform will improve operational efficiency and enhance customer service. The implementation of CivicPlus PADS is intended to streamline the application process for residents and event organizers, as well as streamline the review and approval process for City staff.
This platform improves communication, increases accessibility, and streamlines the workflow for reviewing and processing applications. Applicants may now complete and submit special event applications online through the City’s CivicPlus portal.
Additionally, account creation is not required to begin an application, allowing residents and organizers to access the system quickly. CivicPlus PADS enables easier application submission and tracking, real-time email notifications and updates, direct communication between City departments and applicants, digital event placards for approved events, document upload capability (event layouts, parking plans, certificates of insurance, etc.), and more.
During the implementation process, staff conducted Citywide departmental training and offered two training sessions for community partners and frequent applicants.
Strategic Energy Plan. On December 16, 2025, the Sanibel City Council approved a grant awarded by the National Lab of the Rockies (NLR) to complete a Strategic Energy Plan. The grant enables the City to participate in the Energy Technology Innovation Partnership Project (ETIPP). ETIPP helps coastal, remote, and island communities move toward the energy resilience goals they set for themselves.
The program provides technical assistance through a community-driven process that identifies and plans solutions tailored to each community’s unique energy and resilience challenges. Regional partners and technical experts will collaborate directly with the Sanibel community throughout the planning process.
The Strategic Energy Plan will include:
• A high-level assessment of Sanibel’s current energy conditions;
• A baseline of existing energy use;
• Customized community goals; and
• A detailed action plan that outlines steps to improve energy resilience and affordability in the near, mid, and long term.
On April 20, 2026, a public workshop was held to develop an Energy Vision for the plan. The result of the workshop is the following vision: “Sanibel strives for reliable, resilient, affordable, redundant, and plentiful energy systems within the community, while preserving the community’s natural areas and wildlife as a sanctuary island.”
A public survey was conducted after the workshop to gather additional feedback on the vision statement. A total of 180 people participated, with 83% agreeing with the Energy Vision.
Approximately half of respondents recognized that the draft Energy Vision Statement represented a compromise among residents’ diverse opinions. Among those who suggested revisions, the most common request was to place greater emphasis on renewable energy.
