Mayor, Vice Mayor Elections; Many Topics of Interest on Council Agenda

Sanibel City Council will convene its next regular meeting at 9 a.m. Tuesday, April 5 in MacKenzie Hall at City Hall, 800 Dunlop Rd. Elections of mayor and vice mayor are at the top of the meeting. Holly Smith and Richard Johnson have been serving as mayor and vice mayor respectively for the past year. Agenda topics of particular interest include:

• Second reading and public hearing on the draft ordinance amending the Sanibel Code of Ordinances for seawalls and other methods of shoreline stabilization.

• Resolution amending the city’s classification plan for FY2021-22 to reorganize positions in the finance department and police department.

• Draft ordinance amending sign regulations to comply with a 2015 Supreme Court ruling outlawing content-based restrictions on signs. In the March council meeting, staff was directed to make additional revisions to the drafted ordinance.

• Ordinances amending the Sanibel Plan to comply with state statutes Peril of Flood and Property Rights. Planning Commission passed resolutions recommending adoption of the two required updates in its March 22 meeting.

• Bowman’s Beach Park Bridge Rehabilitation Project: Budget amendment resolution, which does not increase the FY2022 budget, and a contract with Infinite Construction for the repairs. Funding for the remaining project cost of $720,000 is available through two Tourism Development Council grants and the beach parking fund.

• Discussion of the strategic planning retreat held March 12 and March 16 at the Sanibel Recreation Center. City Manager Dana Souza recommends the following items be discussed:
1. Review of Dr. Bob Lee’s report and discuss any changes with council consensus
2. Determine if a workshop should be held for additional public input on the report
3. Direction for staff to begin developing objectives, action steps and projects to support the strategic goals

• American Rescue Plan Act Funding: Under an agreement with the state, the city will receive $3,706,818 in ARPA funding, half of which was received in October and has yet to be allocated. There will be a discussion on allocation of those funds. While there are federal guidelines stipulating how the funds can be used, some of the most significant options for the city are technology and stormwater infrastructure projects.

• Phase 4B of the sewer project, including a design and construction proposal for the expansion in the amount of $147,160

• Appointments to Vegetation Committee held over from the March meeting
