City Council on June 3, 2025, considered an ordinance amendment to consider Solar Energy Systems and Electric Vehicle (EV) Charging Infrastructure. The Planning Commission unanimously approved a resolution on this topic at its May 13 meeting.
The new provisions will allow for the installation of solar energy systems, including the allowance of rooftop solar panels notwithstanding maximum height limits. They also will allow for the installation of EV charging stations, including recognition of a charging station as an off-street parking space.
Provisions for installation of solar parking canopy structures, including adherence with setbacks applicable to parking areas instead of setbacks applicable to accessory structures (generally) are also included.
The intent of these amendments is to establish clear, consistent standards for the installation and integration of solar panels and EV charging infrastructure with both new and existing developments, according to the Planning Staff’s agenda memorandum. These provisions are designed to support the broader adoption of clean energy technologies.
The new provisions are intended to foster receptiveness to new technologies that generate and conserve electricity while maintaining community-compatible aesthetics and support continued research into best practices.
Council member Laura DeBruce expressed concern about lithium battery dangers. Savannah White, Senior Planner, said this is covered in the Building Code and Fire Code. Best safety practices have been reviewed by the flood plain manager. Still, she said, “accidents happen and are not preventable.”
DeBruce said, “Maybe this is more a matter of education. But I am very concerned.”
Nevertheless, Council voted to send the ordinance back to Planning Staff and to schedule it for a second reading and public hearing on July 15.
