SC Staff Report
The Sanibel City Council meets on Tuesday, Nov. 13, with a full agenda that includes updates on the Causeway, sand placement, and Hurricane Milton at the top.
Public hearings are on the agenda for elevated beach dune walkovers and filing procedures for development permits.
Considering elevated beach dune walkovers as impermeable coverage reduces opportunities for residential owners to add them voluntarily and for resort development to easily add them as required to replace the non-conforming sand paths, city staff said in their analysis.
Under proposed Ordinance 24-023, the elevated walkovers (under specific conditions) will not be considered impermeable coverage, eliminating the barrier to permitting and better protecting the dunes.
Ordinance 24-024, if passed, will eliminate outdated references and requirements from the in-person submittal and permit processing of development permits, and it will consolidate and simplify several areas of filing procedure consistent with updated forms.
Some of the changes are due to the shift in the permit processing from the in-person paper application process to digital in 2020.
Planning Commissioners passed resolutions in August recommending the council approve both ordinances.
There are three budget-related resolutions on the agenda for Tuesday – the compensation and classification plan for city employees, to roll forward more than $6 million in certain incomplete projects from the last fiscal year, and to appropriate $5 million from the FEMA Community Disaster Loan program.
On the agenda, there is also a resolution to extend the allowance for temporary storage units through next year.
Council meets at 9 a.m. Tuesday, Nov. 12, at BIG ARTS, 900 Dunlop Rd. The meeting is also livestreamed on the city’s Facebook page.
