The City of Sanibel is proud to announce that Human Resources Director Crystal Mansell, SHRM-CP, PHRP, FLRP, has been elected President of the Florida Public Human Resources Association (FPHRA), a statewide professional organization serving public-sector human resources professionals.
As President, Mansell will lead the association’s executive board and support professional development, certification, information sharing, and collaboration among human resources professionals serving Florida’s cities, counties, and other public-sector agencies.
“Crystal’s election as President of FPHRA is a wonderful recognition of her leadership and years of experience in human resources,” said City Manager Dana Souza. “Her expertise and commitment to the profession will serve the association well, and we are proud to have Crystal representing Sanibel in this important statewide leadership role.”
Mansell has served as the City’s Human Resources Director since 2021 and has more than 25 years of public-sector experience. She joined the City of Sanibel in 2001 and has held several positions during her tenure, including Human Resources Generalist and Human Resources & Risk Management Director.
Mansell previously served FPHRA as President-elect and as a member of its Executive Board. She holds the Society for Human Resource Management Certified Professional (SHRM-CP) designation, the FPHRA Public Human Resources Professional (PHRP) certification, and the Florida Public Employer Labor Relations Association Labor Relations Professional (FLRP) certification.
She earned a bachelor’s degree in Public Administration with Human Resources Management Certification from Barry University. Throughout her career, Mansell has also been recognized for her professional accomplishments, public service, and contributions to the City of Sanibel and the broader community.
“I am honored to have been selected by my peers to serve as President of FPHRA,” Mansell said. “This association provides an invaluable forum for public-sector human resources professionals to exchange ideas, strengthen their skills, and develop solutions to the unique workforce challenges facing Florida’s communities. I look forward to working with our members and board to build upon that important mission.
FPHRA has served Florida’s public-sector human resources professionals since 1936, promoting professional development, networking, and the exchange of knowledge and best practices among HR practitioners statewide.
